I kinda' got the idea that, 'What comes from the Moon stays on the Moon'. This would allow building of habitats and rocket pads and such, from material within a countries 'safe zone'. The only deviation from this rule would pertain to rocket fuel derived from water that must be immediately used within the rocket for lift-off and eventual landing. Also if any really large spaceships were constructed of lunar material, it would require a 'yes' vote from all the members of the Artemis accord, just like with membership in the UN.
