Nice to see old ideas resurrected!

Frequency-based caches have been around for a long time. I'm rather amazed to find out from this article that they are not universally used today, and needed to be "re-invented."

It's not clear to me where this algorithm lives. Is it part of your browser, where it looks in the cache for a copy of the requested web page, and ranks the items in the cache? Or is it a piece of software sent back to you from the website you accessed, which looks at your cache and does the same thing?

If the former, then it would only work for you if it was installed on the particular browser on the particular computer you are using, right?
