It seems dangerous to extrapolate global conditions from one small location in China. A global extinction would have required an explanation for the world-wide high marine productivity needed to lower dissolved oxygen to create anoxia. By that sort of logic we could use the anoxic Black Sea to claim that the world's oceans are growing anoxic.
