That is definitely sticking out in the article. Assomeone who has built several generators from scratch: The stator, as the name implies is a static elements. This can be the conductor or the magnet. It doesnt matter which one spins. All you want is a changing magnetic field accrosd your conducting wires. So this could be the static coils, with a magnet spinning between them, or static magnets with the coils spinning around them. The static element is the stator, and the spinning element is the rotor, regardless of what it is made of.

Also I wouldnt say its insulated wires, as to not confuse it with normal stranded wire in plastic coats. Just for clarity. The wire in generators is enamelled copper wire, aka magnet wire.
The enamel coating does insulate them, but its super thin to save space and enable more copper in less space.
