I'm guessing "civilization" here means something with contemporary looking artifacts, where a broader definition could mean a group of people with common characteristics that have persisted for the longest time without killing each other off completely. The fact that they've survived in cultural immersion implies a civilized attitude. Such as the whale hunters of northern Alaska (10k years) or Australian aborigines (40k yrs)

Civilization means practicing peace, meditation, vegetarianships, believing in a Creator, sophisticated practice of exercises like yoga that is spiritual wholeness, etc
