We've been hearing for years that it's an optical illusion, the so called "moon illusion" making the moon look smaller near the horizon and larger at its zenith.
Obviously the moon isn't actually changing size.
Regardless of the distance from earth its also not enough for us to tell the difference in size. Again, optical illusion.

'The Moon will reach the furthest point along its orbit to the Earth and will "appear" slightly smaller than at other times'

So it IS actually noticeably larger, or in this case, smaller, during apogee or perigee, according to this article.
I'm genuinely confused, which is it?
