As I understand the process, the Gulf Stream is part of a global water circulation system that redistributes heat around the planet. Without the Gulf Stream Northern Europe and the Eastern U.S. would experience much colder, longer winters with above current averages precipitation. In addition, the distribution of nutrients in the sea would change in and around Antarctica and into northern latitudes. This situation might actually accelerate climate change via fossil fuel demands and human conflicts for food resources. The proverbial "Damned if we do and Damned if we don't" scenario.

As was pointed out, the controls on the Gulf Stream are part of Earth's natural variability. As such, if there is a speculated "tipping point" it cannot be controlled by adjusting and removing some of the emissions of CO2 that humans have added. We couldn't do it anyhow in the huge amounts that would be required to lower the planet's temperature.
