Relationship between Immunity and Vaccination

If it is shown that those who contracted COVID-19 aren't immune from being reinfected, is it possible to develop a successful vaccine? In theory I think the answer is no, but maybe specifics provide a different answer. Thank you,

It's a fascinating question. One wonders how that lack of immunity can be accounted for in the development of a vaccine. Investigational vaccines like this one are what have been catching my eye lately.
