The article is wishful thinking. All encryption can be broken. Quantum computing can make it exponentially harder to break encryption but once hackers get hold of quantum computing equipment, it's inevitable they will find a way to exploit it and find a way to untangle the new encryption methods. It may take a while, but statements that the new technology will make encryption impossible to break will be eventually proven false.
