Its good to keep an open mind but not so open that our brains fall out.
If UFOs are human or non human then a lot of people would be very interested in the technology and would be doing all they could to get hold of it for their exclusive benefit.
The disinterest from the military and intelligence communities does not ring true
The way those who think UAPs are not of human origin or imagination see it is there three main options
the extraterrestrial,
the interdimensional, and
the ultra-terrestrial,
This could include members of a lost human civilization here on Earth, à la Atlantis, or elsewhere or some unknown non human life form.
Even today we know that primative humans are left deliberately isolated on islands because of worries about diseases and mental and social health of advanced human contact. We would seem like apes to real space travellers
So....
“Either there’s a group so much more advanced that we never knew they were here,”
“or they’re popping in and out of what we can perceive, and using machinery to do that.”
If we move beyond our limited understanding of a universe which is billions of years old it seems improbable that there is no advanced life way ahead of us in technology, understanding and spiritually who would see us as primitive life.
If we look at what we thought we knew or could do 50 years ago, let alone 200 or 300 years ago and now, it seems likely we will be equally disappointed in 200 years of todays human understanding of the possible travel and other technologies let alone the understanding of our own minds.
We do not really know what consciousness is let alone how it works, though quantum entanglement gives us a window into a non physical connectivity which may be a fragment of the story
It is not hard to see that its probable that any life that is a 1,000 or a million or a billion years ahead of us could travel instantly and inter-dimensionally through space, (use anti gravity around earth) and may even be able to be physically in 2 or more places at the same time
We just know vaguely about quantum entanglement

Some information is classified and withheld
It seems likely that something was detected as multiple sensors in multiple locations have, at the same time, verified some of the incidents.
“The chances of this technology being Russian or Chinese is infinitesimally small,”
“These things have been flying around since the '40s, and the Russians would have won the Cold War if they had this technology back then.”
The whole subject of UFOs/UAPs has been the subject of serious disinformation over many years.
We know from human history that those with power have tried to keep secret and control much simpler technology, trade and travel routes and relationships with other humans.
The Chinese stopped the export of silkworms and many other technologies have been kept secret to benefit a few
All governments and power groups would want control of ET technology even more than of silkworms or missiles and would also want to restrict interaction with the source.
One has to ask why has the military and others made such an effort to create disinformation for something that does not exist ?
One reasonable answer could be to hide secret air, submarmine or space craft or to imply to others they exist when they do not.
However if it is not a secret human craft or hallucinations then the options set out at the start seem the most likely and would be hidden
“The US military has done this before, in multiple ways, at multiple times,” says Kathryn Dorsch, a historian at the University of Pennsylvania in Philadelphia.
She sees parallels to the release of the 1969 Condon Report.
The Condon Report is now known to be a cover up to hide what had been found.
Other reports say that the UFO subject was more highly classified than the nuclear bomb in the 1950s.
A Canadian official Wilbert B Smith is said to have been told this by a US government related party who had offices at the Pentagon and filed a report on the conversation.
Later claims are that the US party Dr. Robert I. Sarbacher mostly confirmed the various Smith report matters in a 1983 letter. Whether this is true is hard to say, however if not true then someone has gone to a lot if effort to fabricate events and confuse matters.
However if there was nothing to hide the UFO files would have been declassified and those involved in any UFO incident or investigation not involving secret human originated craft would have been allowed to speak openly.
Regardless of all the above Dorsch says -
“God love the US Air Force, but answering fundamental epistemological questions is not super high on their to-do list,”
“This is why the military has always struggled with this UFO question. They want to know if this thing is a threat, and if it’s not,
great.”
Given what we know about the military anywhere this does not ring true
They would not say great its not a threat we do not care
They would say great we want that tech for our exclusive use
and
They would go to great costs and lengths including peoples' lives to acquire and develop it as they currently do with existing human foreign tech
The document says less about the search for life in the universe, and more about our current cultural climate and distrust of expertise.
