There is an FBI Memo dated 8 July 1947 (the same day as the US Air Force press release about the Roswell incident), that offers various comments about UFOs and where aliens come from.
It may also indirectly explains why later programs like SETI or optical telescopes are unlikely to find these aliens or UFOs

All very strange that this FBI memo has not been discussed more. Quotes below
"a very serious situation may develop at any time with regard to the “flying saucers” If one of these should be attacked the attacking plane would almost certainly be destroyed"
"The principal data concerning these craft is now at hand and must be offered no matter how fantastic or unintellegible it may seem"
[This document is written by an FBI officer who states the memo is to be sent to certain scientists, military officers and public officials. He also states he was previously head of a University Department.
The writer says UFO matters could have serious consequences and are a heavy responsibility for those few in authority who can understand - which is why he is circulating the memo
The main 9 points in the memo are set out below.] Quote
"1. Part of their disks carry crews, others are under remote control
2. Their mission is peaceful. The visitors contemplate settling on this planet.
3. These visitors are human-like but much larger in size.
4. They are NOT excarnate earth people, but come from their own world.
5. They do NOT come from any “planet” as we use the word, but from an etheric planet which interpenetrates with our own and is not perceptible to us.
6. The bodies of the visitors, and the craft, automatically materialize on entering the vibratory rate of our dense matter.
7. The disks possess a type of radiant energy or ray, which will easily disintergrate any attacking ship. They re-enter the etheric at will, and so simply disappear from our vision without trace.
8. The region from which they come is not the “astral plane”, but corresponds to the Lokas or Talas. Students of osoteric matters will understand these terms.
9. They probably can not be reached by radio, but probably can be by radar, if a signal system can be devised for that (apparatus)."

Is this why we cannot see the Aliens or UFOs most of the time?
These comments would also explain why and how the aliens can travel great distances at possibly "billions" of times the speed of light and arrive instantly
It probably means we have been looking at things that we understand and so not seeing aliens or their UFOs in their dimension as they operate with technology which our physics cannot yet deal with.
We need to look at frequency and resonance otherwise we will only see the aliens and UFOs when they need to appear in our dimension. For example our dimension could be a worm hole for aliens to travel through to another point in their dimension.
