Defunct US weather satellite breaks up in Earth orbit

Our space junk problem is truly pathetic. Perhaps it's time to offer a bounty(per particle, not mass) from military coffers. And now the commercial industry coffers as well. And a new rule, if you can't bring it down, don't take it up. Make the area between the moon and the earth like a national park. Leave no poop or litter behind. We have the tech to bring all new satellites back down now.
