Better introduce limited working hours not more than 6 hours, no public gatherings, meetings, people in groups, close all religious centers like temples, churches, masjids, education institutions, etc. for a few more months. Governments and Organizations should do the needful for the people to subsidize and pay salaries.

You are definitely right. A proper and rightful step has to be taken in order to ensure the safety of the people across the globe and within your city. The measures stated by WHO are to be taken into account and properly observed. Like close of universities, offices, parks, public places, malls, etc. But the other concern is also that if a complete lockdown is imposed it could be really harsh for the daily wagers or poor people as they depend on their salaries. Even the office corporate sector including fashion lawyers doctors accountants builders shopkeepers everyone would be affected and badly affected which would be difficult to control and could eventually lead to crime.
